Make full use of the coastal landscape resources, planning a modern city with a rich iconic area, while one coastal landscape area with modern characteristics' in north China. Attention is paid to  complement  and win within each other of surrounding areas, in order to build a livable place for economic, entertainment, shopping, and become the city's new multiple function area and new attraction point of the South Binhai District.
